Can I create an account?

Yes. Public Google and email/password account sign-in are available on the canonical portal.

Does an account make me a member?

No. Member and admin features require server-side role checks that are separate from public authentication.

Can I use this for billing or support tickets?

Not yet. Billing, support tickets, chat, uploads, and provider workflow expansion remain separate gates.
